If I went to Saudi Arabia for any reason I would keep all their laws. But that would not be because I respect those laws. It would be because I don't want to be thrown into a stinking jail, get lashed or have my head cut off in front of a crowd. In my view, that's a pretty poor reason for having laws. But it has the desired effect,ie you wouldn't break those laws. If there was only a fine would you ignore the law?
