When I worked in Saudi, drinking by expats was overlooked if they kept it quiet. So we used to get drunk in our own homes, but didn't go out on the street in that condition. We couldn't buy real liquor so we bought moonshine called sidiqui. If we wanted proprietary liquor, about the only way to get it was to arrange a meeting with a Saudi contractor who would always have a bottle of whiskey available. At that time, people who got caught were shipped home on the next plane. Why that didn't happen in this case I don't know. It is probably due to some diplomatic failure.
