According to Wikipedia - The Bluebells of Scotland is the usual modern name for a Scottish folk song (Roud # 13849). It was written by Dora Jordan, an English actress and writer. First published in 1801.

All I know is it is a tune used for a Morris Stick Dance in the village of Adderbury, Oxfordshire and the tune is also played on the Adderbury (St, Marys) church Carillon every 3 hours on of the days in the week - don't have the day at hand..........
