We do it because it improves visibility. Supposedly. As Steve pointed out, Volvo just assumes you want them on. So does Subaru. In New York State, it's the law that you have to turn your headlights on at the first drop of rain. Or it was, at least, and may be in other states as well. If you don't have a car that automatically turns your lights off when you turn off the car, it can be a problem. (And in my case, my mechanic usually turns them off, and I don't always notice.)
