Yes, you can install Windows 10 from MS servers and run it without activating it. You get a watermark saying 'Activate Windows...' and you cannot personalise it - so you're stuck with the default wallpaper. I have such a machine - I use it to test the big biannual 'feature updates'. The free upgrade (and activation) from Win 7 expired in 2016. ISTR Win 10 introduced a new music player so it might not have played existing music tracks without a bit of configuring. As usual, installing VLC would be a good start.
