Maybe that should be 40 years on, maybe more, shall we speak as we find. Successive governments have ignored this problem, preferring to leave it for the 'next lot' to try and sort. Meanwhile the problem just keeps getting bigger and bigger. One day, perhaps, a government will decide to try and do something about it. One day, perhaps, the population will agree on a way to fund it and the best way to use that fund. I doubt that is going to happen within the next few years.
