Wolfgang - Thanks...my guess missed the mark. Bagpuss - Thanks also too you, once again my guess missed the mark. Peg - I feel badly for your misfortune, but these same problems exist under socialism, communism, fascism, capitalism... We do need social programs, but alot of times we just need to make the existing programs more accessible and implement them better to prevent fraud and abuse and get help to those who need it.
