Over.........Always. And if it's the other way at work, why then, I change it. Snuffy, the correct solution to your kid problem is to hang the paper OVER as is proper. But first you smush the roll so as to put a little crease in the roll, There now, see? It won't just spin around when you pat it. This has saved lots of paper.
