Given that there is to be exemption for performances from moving vehicles. Wearing a roller skate on your tapping foot could surely, in legalese, constitute a perfomance from a moving vehicle. A roller skate is classed as a four wheel non powered vehicle. It may seem ridiculous but the whole thing is.
