Why do we say 'Happy New Year'? Does it mean that the person to whom we say it won't have one if we don't say it?

We rang in the new year with fireworks on the lake and a listen to all the shotgun owners from Ship Harbour to West Jeddore failing to syncronise their watches. Somebody in East jeddore didn't make it until 12:17.
