What they have done in my regionl which is quite windy,is to fund it through poverty programs...and divert the energy to low-income families, perhaps later schoolls etc...We sadly do not have a can do attitude that predominates in America (which if I need to define as per usual is North, South, Central America plus Greenland plus associated islands and territories plus anyone who feels in their heart that liberty and justice for all however poorly executed is still a good idea) these days but perhaps it is experiencing a resurgance amongst the young people..some of whom are quite innovative and can blast through barriers that we the baby boomers amongst others have erected...time to let the wind blow in many different meanings. mg
