I believe the "Syrup" part of this combination is a codeine-based cough syrup, but I don't remember what the second drug often used recreationally with this is. There have been many incidents of codeine abuse, but I don't know how serious the problem was. I think that America tends to get a bit hysterical about drug abuse.
