Time we got rid of this democracy nonsense. Most inefficient. Line us up and install the chip implants. Not only keep track but use to assign useful work to folk musicians and such, e. g., concentration camp dish washers and latrine supervisors.

Paranoia is acceptable.
You are only partialy right for the wrong implied reasons.

If martial law is declared in the US it will look differently than you imagine.
Looters will be shot without questions. Containment is moot.

FEMA has plans for containnment and quarantine in cases of bio war outbreaks.
The camps you mention are mostly existing Army installations, many of which are currently abandoned.

Tracking systems are being developed to learn about you and to tax you. It is all in plain view. It is so apparent it is evidently transparent. Your new cars are just tax delivery devices.
