FWIW, there's a PBS special (called "The Last Of The Breed" or something like that) featuring Willie Nelson, Ray Price, and Merle Haggard -- it seems to be a pretty recent concert and has been airing on various PBS stations this summer and fall.   Merle sings the song in this concert and, if memory serves me, he does give Lefty credit as the songwriter (and as one of his main influences).

As for the chords, they aren't really hard. It's just that in the key of G, that transition from Am to D7 on the phrase "horse-shoes" (or "love goes") is a bit unusual (not to mention effective).

Many songs get resurrected, especially recently it seems, that were originally hits or identified with another artist. Lefty Frizzel also had a big hit in the early '50s with "If You Have the Money, Honey" though most only know it by Willie Nelson.

THAT'S THE WAY LOVE GOES was written by Lefty Frizzell and Sanger D. "Whitey" Shafer.

It has been recorded by Moe Bandy, Iris DeMent, Lefty Frizzell, Merle Haggard, The Harmony Sisters, Anne Murray, Willie Nelson, and Johnny Rodriguez.

Yeah, Gene--

I've read that Fred Rose did that a lot to the artists in his "stable." Claimed partial song-writing credit, I mean. I seem to recall it was in a book about Hank Williams, though I wouldn't swear to it without digging the book out (something I don't have time for right now).

i have an old record listing gene autry as co-writer of
"have i told you lately that i love you"

which, of course, was written ENTIRELY by SCOTTY WISEMAN
from a parting goodby by LULU BELLE as she was leaving the
hospital room where Scotty was recovering...
according to dorothy horstman's book

i have heard that it was COMMON years ago for artists of
HIGH stature to get partial credit for the particular
recording [ONLY] --- for minor changes or additions to the
original lyrics...

and also to make minor changes to old songs and copyright
under their name...in the 20s/30s/40s...

and to buy songs from struggling writers and copyright
in their own name...

FWIW, more often than not, when I find song lyrics posted on the internet, the songwriter is either not identified at all or is mis-identified as whoever had the recording that the poster got the lyrics from. Even on CDs, it's not always easy to find the songwriter credits.

being written by Merle Haggard, only RECORDED by Merle...

Good to know that Lefty wrote it. I don't think Merle would deliberately take credit for it, though--he's got so many hits that he DID write, and he seems like a pretty straight-forward person.

Oddly enough, I don't remember ever hearing Lefty sing it--did he?

Anyhow, they're both outstanding writers and darned good singers!

This is yet another case of a singer getting credit for the composition of another artist. Lefty Frizzell did, indeed, write the song, although Merle may have gotten more attention for his recording.
