I'm looking for a program that will take an ordinary JPEG and make it look like a cartoon, an oil painting, or what have you.

Any siggestions? Does such a program exist?

Or Photoshop itself--but it does much much more and can be a life's learning experience, too.

Graphic Converter will do some of these effects.

GIMP also has "posterize" and "oilify" effects and is free.

Irfanview is free for home use and will do a few things.   No nagging for contributions or spyware, works under Windows or Wine if you are on a Linux system. I don't know about Macs.

Most of my experience is with Photoshop and it does require some experimentation. Given the nature of the task - I would guess it would require a lot of touching-up. Photshop is so rich it has tools to make the latter task easier. IMNSHO.

Yes....well, I 'think' this might do it.

It has many filters and effects to experiment with, including 'watercolor' and 'comic strip' and many types of blurring and such

PhotoFiltre will do 95% of anything Paint Shop Pro will do, and is free....but PSP is quite good! (We have an older version.)

Also check out Corel Painter. I think they are on version 11 now; earlier versions might be free or inexpensive. I have done what you want to do Painter essentials (for Mac, which was bundled with a Wacom tablet I bought, along with Photoshop Elements). Load a jpg image, click a button or two, and hey presto, you've got a Seurat.
