Donuel and the western threads have inspired me.

The New Sherif

A New Sherif is elected under dubious circumstances. He is desperate to prove to the town that he can keep them safe. When a notorious Rustler comes to town he claims to have looked into his eyes and seen his soul. While the sherif is at his ranch, Bandits burn down the bank. He promises to catch them dead or alive. But when they prove to be elusive, to prove he is tough, he arrests a rancher for a water war which had been settled years before.

Meanwhile he gets reelected.
The rancher's men are in the hills killing deputies, the town is going broke and a new election it coming up.

That is all that I have so far.

You could have some skinny kid, young James Stewart style, come in who wants to clean up the town, and some tough rancher lady he gets on the wrong side of, so they keep squabbling while an old timer gunman is brought in by the crooked saloon owner to take over as sheriff and taken care of business.

But HE turns out to be no match for the railwaymen's thugs as they are buying up land near town and fencing off water sources that the cattle need, even while the town drunk brings comic relief as he periodically yells at the town's stray mutt. This could really work.

I think they would have to be UFO contrails, if at all, since this is before 1900. But I dunno.
