Subject: BS: Radio Programme on payments to Police?

I am trying to trace first one or more UK radio programmes and second some subsequent announcements (I think one by ACPO, the Association of Chief Police Officers, and one by the Ministry of Justice), or indeed any other information about a worrying relatively recent development of private companies paying the police or off-duty policemen for undertaking what would more commonly be regarded as private investigatory work - the corollary being that if the police do the work then they are more likely to pursue any charges that might arise in respect of what was investigated.
Mr Google is not being my friend.
Has anyone any ideas or leads?
