Crowd; crowd on. To put pressure on, fill up, etc.
Not uncommon as a slang expression. Here are a few from J. E. Lighter, Historical Dictionary of American Slang.

1836, Weingartner "Slang Dictionary: To put the pressure on (someone or something)
1867, General Stuart- Crowd 'em with artillery.
1867, Mark Twain- She crowded Lewis until he swore.
1908, New Broadway- I crowded Guiseppi a little.... (to explain something to me)
1929, Hammett, Maltese Falcon- Don't crowd me.

To give forcibly:
1899, Ade, Fables- The Boss met her as she went out and crowded three dollars on her..
1912, N. Y. Tribune- To crowd the bases (baseball)

To crowd one's luck:
Runyon- I was wondering if I could crowd my luck....

Crowd the mourners

I think you aced it with those missing words although "crowd on steam" sounds a strange term. I also did more research and found those two releases by Edward Meeker as well. The first was in Feb. 1911 as below and the second that I linked to earkier with the extra verses was in April 1911. Arthur Collins' release was in June 1911 with the original verses but became the bigger hit.

There are in fact two versions of Steamboat Bill recorded by Edward Meeker in the cylinders at The Cylinder Preservation And Digitization Project. Both were recorded in 1911.

Number 2 in the list (10513: Edison Standard Record) is virtually identical to the sheet music listed above (Steamboat Bill 2), differing in only a couple of words. (Incidentally the transcription should read: Try to beat the record...).

Number 1 in the list (728: Edison Amberol) is the version Sandy linked above and is (again virtually) identical to the sheet music version given above, but with the 2 verses and chorus inserted after the first chorus of the sheet music.

I've looked at several copies of the sheet music online and they all omit this new addition, so I don't know where they came from (yet!)

The cylinder recording found by Sandy differs in lyrics from the 1910 lyrics published by Shields and Leighton Bros.
A copy of the sheet music also is at American Memory.

Can't help with the lyrics on the cylinder recording. My ear couldn't catch it.

There are two verses and a chorus missing in the DT and on this thread.
It is the 2nd and 3rd verse and the second chorus.

Bill he gave the signal for to ------ on steam
Loudly blew his whistle just to clear the stream
The sky along the river was a-getting mighty black
From the smoke that came a-rolling from the old smokestack

Listen says the fireman to Steamboat Bill
We haven't coal enough aboard the boilers to fill
Billy quickly told him as he gave the wheel a turn
Feed the boilers with the ------ 'till we get coal to burn

Steamboat Bill tearing down the Mississippi
Steamboat Bill, my how Billy cussed
Steamboat Bill tearing down the Mississippi
Got to beat that record if the boilers bust

There are a couple of words that I can't catch so I would appriciate
someone filling them in!

It was recorded by Earl McDonald's Original Louisville Jug Band and I think the year was 1927. I don't know the company. I have it on the Yazoo compilation "Ruckus Juice & Chittlins, Vol 2." A great CD but the notes are a little light on specifics.

In The Traditional Ballad Index, an early recording by Arthur Collins, 1911 (Columbia A-1005), is listed. The Index names Mills as composer of the music but he should be listed as the publisher (see above postings).
Collins and Byron Harlan also recorded "Casey Jones" for Columbia (A-907), in 1910.
(Casey Jones was copyright 1909 by Newton and Siebert, but first appeared in print in 1908 in "Railroad Man's Magazine." See threads on Casey (Kassie) Jones)

Maybe not a folk song but it has been folk processed. Here is Earl McDonald's version recorded in the 1920's, staring both Bill and Casey.

CASEY BILL

Now, down the river came Steamboat Bill,
Spied Casey Jones coming over the hill.
The engine was a-puffin' and the boiler was hot
While the folks on board done the turkey trot.

The railroad run down 'longside the bank.
Casey crawled out from behind the tank.

Steamboat Bill was a classic film starring Buster Keaton in 1928.

Who wrote the lyrics?? Appeared about 1940?. Riley Puckett recorded it in 1971.
