It's obviously being proposed as a satirical riposte to men's imposition of legislation affecting women's rights. It won't get through, but is a sarcastic gesture.

Since it was introduced in March, 2017 as a comment on the laws being considered about abortion, I kinda doubt it was viable or went anywhere.

Yes it was real, but no one expected it to pass in this bright red state with the GOP dominating the house, senate, and governorship. It was meant as a response to all of the legislation white men are writing to control women's bodies.
