Roy Bailey - childrens CD including a song with the following chorus (if I remember correctly):

"You need skin,Take good care of it, don't harm a hair of it, you couldn't live without it. Keep it clean, soapy water everyday keeps the dirt and germs away, cos you need skin"

I heard this song at Cambridge folk festival and am now trying to find it and/or the CD it is on.

'Skin' is a Leon Rosselson song. Roy Bailey performs it on the album "Why Does It Have To Be Me?" See this page

Do I remember Max Bygraves singing this? Is it the same tune as "you need hands"? Or is it too late at night or was it "you need friends" or am I too old and why do I keep on asking silly questions.........

I know it's not the song you're looking for, but you might want to take a look at Alan Sherman's parody, YOU GOTTA HAVE SKIN. Although the DT doesn't say so, it's sung to the tune of that old standard YOU GOTTA HAVE HEART.

Actually, Okthen was spot on. Max Bygraves had a hit with 'You need hands'. he self parodied a couiple of times on TV with a two liner

Leon Rosselson sings this (very enthusiastically, I might add) on his CD Questions - Songs and Stories for Children CFCD 004 - Fuse Records.
Leon (vocal & guitar), Fiz Shapur (piano),and the children - Amy Dawson, Yolanda Rosselson, Alphonse Ryan, Ella Ryan and John-Jo Ryan (chorus). Leon says that he wrote it for Inter-Action (thanks to Ed Berman). There's a good version of 'Why does it have to be me?' on the same CD. I phoned him up one day, because I wasn't quite sure of the words and he very kindly emailed the words for both of these songs. I'm very grateful to him.
