He carried on for a few minutes until Dick asked him why he kept lying about something that was not true. He castigated him, saying they'd never had a big brother and repeated the question, "Why do you lie about something that is not true." Tommy got that blank look on his face, smirched his lips a bit, then blurted out something about it being "administrative policy."
