Actually, they can be washed out to the point of being faded and threadbare (and thus scruffy, though admittedly clean); they can be colorful as in having too many colors in one place (as opposed to being brightly-colored but with less variation) and could still be threadbare, stained, or patched, and thus scruffy. Those terms are independent traits. Not that it matters. And now I'm off to work on that orange calico flapper dress I've been planning for the last month, and anyone who is offended because I'm too colorful clearly doesn't have enough to do with herself.
