Well it isn't wet or foul here, and it has been dry so far, though I really wouldn't describe it as 'fair'.
And in any case, why is it assumed that 'wet' equals 'foul'?

In the US, Feb. 2 is Groundhog's Day. In Scotland, it is Candlemas. Here's the poem.

It is also the Feast of the Presentation of Christ in the Temple (commonly called The Purification of the Blessed Virgin Mary). That is what I will be celebrating!
