FM 3-39-40 is an interesting document:

A U.S. Department of Defense manual outlining how Internment & Resettlement operations are to be conducted. First page of the document says for internal use only. This was supposed to be secret. Look at how they're going to treat us, my fellow Americans, when the time comes to put us in camps.

Some claim that this thing deals only with foreign operations, but the document itself betrays that:

And Chapter 7-4, subsection 7-16 says, "The prisoner's last name, first name, and middle initial are placed on the first line of a name board, and the prisoner's social security number is placed on the second line..." Not too many Iraqis are going to have Social Security numbers, are they?

So this document outlines how YOU will be treated when you're sent to the camps. It reads a little like how Hitler's camps were set up, and a little like how the Soviets operated their gulags.

6-14 describes how you'll be segregated when you reach lovely the lovely I/R facility for your holiday. You'll be put into one of the following fun groups:

- Leaders (perceived status and positions of authority).
- Hostile elements (hostile religious, political, ethnic groups).
- Security risks (agitators, radicals, uncooperative detainees).
- Civilian.
- Military.
- Military by grade (officers, NCOs, enlisted).
- Deserters. Those who surrendered from those who resisted capture.
- Minors.
- Females (if possible, keep small children with their mothers).
- Males.
- Groups of CIs, RP, and enemy combatants if known.
- Nationality.
- Suspected criminals.
- Other persons (those not in one of the above categories).

Don't try to talk to your guards. 6-16 says, "Detainees who refuse to be silent may require a muffle (an item used to prevent speech or outcry without causing injury to the detainee, such as cloth) in certain tactical situations."

The camp's PSYOP team will have lots of activities to keep you entertained. 3-56 says, "The PSYOP team also supports the military police custodial mission in the I/R facility. The team—
1. Develops PSYOP products that are designed to pacify and acclimate detainees or DCs to accept U.S. I/R facility authority and regulations.
2. Gains the cooperation of detainees or DCs to reduce the number of guards needed.
3. Identifies malcontents, trained agitators, and political leaders within the facility who may try to
organize resistance or create disturbances.
4. Develops and executes indoctrination programs to reduce or remove antagonistic attitudes.
5. Identifies political activists.
6. Provides loudspeaker support (such as administrative announcements and facility instructions
when necessary).
7. Helps the military police commander control detainee and DC populations during emergencies.
8. Plans and executes a PSYOP program that produces an understanding and appreciation of U.S.

Who says re-education has to be all work and no fun? Look at number 1 above. "products that are designed to pacify and acclimate detainees." They're talkin' drugs, folks. Lots of good downers at Camp FEMA. And indoctrination programs. Movies? And that loudspeaker support sounds like the heavy metal music they blasted at the Vatican consulate when Manuel Noriega took refuge there during the U.S. invasion of Panama. Or the blasting of the Branch Davidians (for days) with the amplified cries of rabbits being butchered. Party down at Camp FEMA.

Ya know, if you got any more paranoid you couldn't live with yourself. As an ex-GI and ex-MP, I found this to apply to POW camps, etc. -- note the EXTENSIVE references to the Geneva Convention, the Hague Convention, and other such.

One benefit of multiple personalities is that you can have a lot of people agree with you no matter how off the beam your world view may become. The gang has to stay more or less loyal to the driver, for fear the bus will go off the road if they fight too much. "If you kids don't settle down I swear I'll drive right over the edge here...". Such erudite rebuttals. The castrata chorus hitting the high C's. One of them even mentions bollocks, which I find ironic.

Let's see exactly what offense I committed. I said the document was for internal use only, but that was challenged. I guess I misinterpretted page 1:

Distribution authorized to the DOD and DOD contractors only to protect technical or operational information from automatic dissemination under the International Exchange Program or by other means. This determination was made on 8 December 2008. Other requests for this document must be referred to the Commandant, U.S. Army Military Police School, ATTN: ATZT-TDD-M, 320 MANSCEN Loop, Suite 270, Fort Leonard Wood, Missouri 65473- 8929.

DESTRUCTION NOTICE: Destroy by any method that will prevent disclosure of contents or reconstruction of the document.

Yeah, my mistake. They don't care if this thing gets out. My problem is that I'm reading things FROM the document and not reading things INTO the document. Yeah, that must be it.

What else? Oh, reassurances that the document contains plenty of references to the Geneva Convention and the Hague Convention. Those bodies put a stop to George W. Bush's mass murders, didn't they? And Tony Blair's. And they stopped Obama from launching 110 cruise missiles at the Libyans to start hostilities there. And the Geneva Convention will protect us from those 450 million rounds of .40 caliber ammo that the Dept of Homeland Security just bought. Or, no, that's backwards. The Geneva Convention says that only Full Metal Jacket ammo can be used in international warfare (cleaner wounds), and the 450 million rounds are hollow point (not FMJ). So since the DHS can't use them overseas...

Then the usual name calling. What passes for erudition from the name callers.

I guess I'm just dead wrong about this document. And I guess I'm wrong that there have been PATRIOT Act abuses. That law was passed to protect us from terrorists, remember? So I guess all those thousands of prosecutions must have been for terrorism. And then there's the time I feared the NDAA might lead to dictatorship. I was obviously wrong about that, because the Internment/Resettlement document was never hidden from the public and it only applies to foreigners, right? Except for when the operations take place "within the U.S." But they'd never round up and gag Americans, would they?

Let's see what else is worth pointing out from this paranoid fantasy of mine. The document says:

"Evacuee. An evacuee is a civilian removed from a place of residence by military direction for reasons of personal security or the requirements of the military situation." Military situation. Hmm. Glad this terminology is so precise, or I might read things into that.

"The medical facility must provide isolation wards for persons with communicable diseases and for immunizations. Special consideration may be necessary for behavioral and dental health support." Hypodermics and behavioral support. Hmm. You were "crazy" if you were a Soviet dissident. Got to see the full glory of their behavioral support systems in the gulags.

3-59. Counterintelligence agents may be attached or in direct support of a mission to an I/R battalion or military police brigade to assist the facility commander with intelligence requirements for the facility and surrounding area and to ensure the safety and security of personnel operating in and around the facility.

3-60. Such responsibilities may include—
1. Identification of detainee agitators, leaders, and their followers.
2. Identification of existing clandestine detainee organizations, ...
3. Identification of existing underground communications systems—
4. Identification of suspicious activities by local people near the internment facility (such as
photographing or sketching the facility).
5. Identification of the existence of fabricated weapons, stores of food, and supplies of clothing in
the compound.
6. Identification of plans by detainees to conduct demonstrations
7. Identification of detainee objectives, propaganda, and attempts to weaken or test internment
facility authority and security, establish control in individual compounds, and orchestrate mass
escapes.

So, they don't want us wandering off, it looks like. They want us to experience the full benefit of the I/R experience.

Time for the return of the castrata now. The document's there for anyone who wants to read it. Details on how they'll run concentration camps in America.

It get's very confusing when posts refer to "he" without specifying whch "he" (or person assumed to be a "he") they are referring.   

Why should anyone think it's unlikely that a government has rules and regulations in case it decides to lock up people without putting them on trial?

The right to Habeas Corpus is no longer existent in the USA if the accusation has the word 'terrorist' associated with it. There need not even be a public trial.
