The licence doesn't exist - don't believe everything you read in the press
It does exist but it was rescinded
It was issued but the shipment was never sent
It was sent far too early to be used in the fighting
It was sold to a private buyer
It was for sporting equipment
The ammunition was the wrong size to be used in Syrian weapons
