Searching for speech given by African lady who is President? of World Bank?. She referred to corrupt politicians (especially Africans) being criticized by "RESPECTABLE" countries (such as Switzerland) who are quite willing to handle billions of dollars/euros gained by corruption.
Can someone direct me to relevant news item carrying speech transcript.

The current World Bank President doesn't appear to be female.

It's possible that a speech similar to what you're looking for might have come from "the head of the department of institutional integrity, Suzanne Rich Folsom, a Wolfowitz appointee and a Republican ..." [8 or 9 paragraphs down at the link]

If she's the right person, a Google on name should turn up anything that's exiting in recent news.
