I agree with you as it happens, but I do not see much chance of it as long as people are prepared to applaud her actions!

Some Local Authorities are very proactive regarding both litter and dog fouling whilst others don't seem to spend any effort. One I have worked for positioned a hidden camera near a McDonalds and have many successes with both fixed penalty notices and prosecutions. Some of the recordings are very entertaining, showing the perpetrators checking around very carefully before they deposit the litter. Similar success has been achieved with regards to dog fouling. They are fortunate in that the staff concerned are keen and hardworking and back up the councils policy well.
One possible answer is, pester your Local Authorities, complain, complain and complain!!

Several local authorities in the Midlands (UK) have had litter wardens out backed up by CCTV fining people who drop litter and publicising the results so I think you can tackle the problem at street level so to speak.

As for the dog crap in the market story, pure urban myth in my opinion.

We have the poo-bag throwers here too. I don't really understand it. If they have bagged it why not take it to the nearest doggy bin ( there are plenty around) or take it home and bury it.

We used to have dogs and we always cleaned up after ours - why can't everyone else do the same.

Mind you at least they do clean it into a bag. There are many who just let their dogs do their stuff in the streets or anywhere that is convenient to the owners. No consideration for others I guess.

Litter can be picked up. Our beautiful trailer was totally graffittied on the weekend. That is sheer vandalism. There is a company that has a current TV commercial which seems to extoll this vandalism. When I figure out which feminine product it is, I shall try to complain vociferously and suggest a boycott --girlcott?

I used to work with a guy who seemed to take a certain amount of pride in having come up with a method to avoid any flack when letting his dog poop
on others' property. He explained, "All you need to do is bring along a plastic baggie in your pocket, and if anyone challenges you, produce the baggie
and say something like, 'Keep yer hat on, I was just about to pick it up!'"

And sometimes in Bristol particularly near where I live, it's the 'let's take the rubbish but just leave the soiled baby's disposable nappies behind.' A lovely sight to see.

As for the plastic bags with the poop in them, I've decided that it's probably kids leaving them about. This is how I visualize it.

Parent: "This is your dog. You wanted it, I didn't. Now take that plastic bag full of poop down do the dumpster at the church-restaurant-shop (whatver.)"

Kid, who has been playing computer games and is sulky at being yanked away, sets out for the dumpster, full of resentment. On the way, he spies somewhere to stash it. In a rosebush, under the paper recycling bin, wherever.

He stashes it, thereby saving himself as much as a block of walking.

The thing to do when you see that is say, "Kids! What a brat!"

Nope- not a chance. I would bet that 95% of those responsible are adults. This from 30 years experience working for State Parks.
