Use geographic information systems to say minimize the circumference of district boundaries, then have a rule saying that the maximum circumference for all districts in the state, or for any one district, can't go over a certain percentage. That would make gerrymandering virtually impossible. But the constitution and the primacy of the states on these matters do not allow that. If even one state legislature objected (Texas) then it would be unconstitutional to implement. Try getting 2/3rds of the states and congress to ratify such a thing while Karl Rove is still working on his permanent Republican majority plan and has all of that Bush SCOTUS approved anonymous money GPS crossroads money to spend. |
