The Friday was probably removed because it was an extra left over when they took out a couple of weeks about a century ago and had to celebrate the Fourth of July twice in the same year. But two Fourths of July probably didn't fully compensate for the Dutch removal of the last week or so of December quite a while farther back, resulting in there being no Christmas for the kiddies that year in Holland. Since the kiddies in both cases are probably grown up by now, a couple of fifths of something would perhaps have been applied sometime during intervening centuries, but there's nothing in the historical record to indicate how people survived either confusion.
