Jews were forbidden from settling there. The remaining 23% was to be the "Jewish Homeland", but was open to all religious groups. When the UN partitioned the remaining part of the Mandate, the Arabs refused to accept that, and attacked Israel. No Arab nation has ever accepted the 1948 truce line as a border ( see treaties with Egypt and Jordan)
