New here's some commentary that a Friend just sent, which might speak to this issue:

From "Paul":

Sent: Sunday, April 25, 2004 8:48 PM
Subject:    CONSTITUTION

They keep talking about drafting a Constitution for Iraq.

Why don't we just give them ours?

It was written by a lot of really smart
guys, it's worked for over 200 years,
and Hell;

We're not using it anymore.

Paul:

I say sell the Constitution to them and recoup some of the costs of
the war.

And if we cannot profit off their oil, then we can do the Franklin
Mint thing-sell them leather bound copies of the Constitution (after they purchase the Constitution, of course) with gold gilding, sell them busts of Jefferson and Sistani with commemorating spoons ,snow globes, T-shirts and programmes.

At an additional charge of several billion dollars, we can offer
them a compilation of all of the various Courts' interpretations of the Constitution.

We can throw in the architectural plans to the Jefferson Memorial to sweeten the deal.

And then we can go on to the Bill of Rights...

So Dougie man, you think our oil is under their sand, eh? That the US deserves the Iraqi's oil as a spoil of a war we started, because we did the Iraqis a favor, and overthrew Saddam?

If anyone wants to read the memorandum referred to in the article janie linked to, without the rather one-sided commentary, it is here. There is some other information on reconstruction efforts over here, and I won't claim that it is any more or less prejudiced.

or for that matter, the Iraqis themselves, they weren't exactly bereft of technological abilities, prior to the invasion, just short of supplies.

Interesting comment, DougR. Why shouldn't France, Russia or Germany get contracts?

dianavan: I think you are so wrong. The reason companies like Bechtel and Haliburton are building new facilities is because under Saddam the infrastructure of existing facilities had gone to pot. It had nothing to do with whether or not France, Russia or Germany got contracts (and I for one do not think they should have).

They are building new facilities, because that is what is needed.

Of course they need electrical power. Without it, they cannot re-build their economy. The article states that Col. Sam Gardiner says, "Frankly, if we had just given the Iraqis some baling wire and a little bit of space to keep things running, it would have been better. But instead we've let big U.S. companies go in with plans for major overhauls."

Companies like Bechtel who, instead of supplying the necessary parts, have decided to build a brand new system which, of course, will take much more time. All because Bush didn't want Russia, France or Germany (who built the original systems) to participate in the "spoils" of his war.

It gets sicker and sicker by the moment. This is why Americans are dying. Not for democracy, not to oppose terrorism. Only to line the pockets of those who wish to monopolize the world. I thought the U.S. had laws forbidding monopolies.

I originally posted   this
to another thread about Iraq, but it was suggested that it should be used to start a new thread. At the end of the article is a link to the redacted memo, which is well worth the read.
