No, issue is a contrived word that suits the media. An issue is an edition of a magazine, an edition of a book.

Both words describe some collision in points of view; but a lot of problems are not issues in the traditional sense of the word. A lot of problems are not even opportunities! They're just problems.

Having a hole in your shoe making your foot freeze is a problem. Being asked to do a paper-delivery route in that shoe might be an issue.

Problem is a negative word which might be offensive (Middle East "problem" depending on who uses the term offends someone) and implies responsibility for a solution. When you factor in accountability, no one wants to be responsible.

For me, instead of 'problem' or 'issue' I like the word 'challenge'. Something to sink my teeth into and really work at sorting out without putting negative connotations on it.

My point actually is ludicrous use of the word "issues", pronounced ishoos by some and isssssssssssssssssssssssssyouuuuuuuuuuuuuuus by others - they know who they are!!!......when what they actually mean is "PROBLEMS".

Identification is not resolution, but sometimes, people actually need to be told there is a problem.

Many middle management have gaily gone about their lives ordering this that and the other change to the working practice of a department, only to have it all come back to bite them because they simply did not see the problem.

Here's a for instance.

An office that already has more work than it can cope with, and no chance of overtime or extra staff, inherits the work of 3 similar offices which are closing down. There are no extra staff available for 5 months, during which the office experiences its two busiest times of the year. And the manager wonders why that office is now 6 months behind on its work. Apparently, 3 times the work but no extra staff or hours is not a problem to the manager. The manager looks good on paper because they did what their superiors wanted, not what was best for the department.

Politicians seem to spend their time "addressing issues", but do they actually solve any problems - in particular the current bunch of wankers in the UK government
