Alan says the instructions come with it. Might suppose that that's as close as you'll get to a definition.

Pavane: Are you just wanting the files? I found that I downloaded them some time ago, and I still have them on my machine, although I haven't tried them out. The download is a single file: miditext.exe, which is a "self-extracting ZIP." 69KB. When you execute it (double-click in WinExplorer, or just run it in DOS) it opens up into a half-dozen files. There is a very complete README.TXT in the extracted files, that gives quite good instructions about how to run it.
If Alan hasn't answered, you could PM Lin in Kansas with your email address and I could send you the original that I have. (I'm not sure how old it is, and I gather that Alan continues to rework it.)
If you're just curious, I could PM the readme to you - it does give a good outline of what the program does, but it is several pages.
If your question is about MIDI format, per se, numerous sites will give you the MIDI Spec. A fairly good one that has an annotated discussion of the MIDI format is at

No particular recommendation for this site - it just turns up regularly when I search for MIDI stuff.

John - I think he's looking for the specs on conversion - so that he would be able to import and export miditxt with his program.

I sort of figured that he had more in mind, but sometimes we go on and on with the answers and nobody thinks to make sure we've got the question right.
Alan's readme makes it sound like the main thing he's done is a straight "hex" to ascii convert, with some html (probably the break into columns) to make it "mudcat friendly." The txt2midi program does put things back into midi...?
I guess maybe I need to play with it a little.
Another one of those things that would make my life so simple if I only had the time to do all of those things that would save me time.
