The song is called "Some Kind of Fool." It's from "Ol' Eon," Ian Tyson's first solo album from 1973.

Actually first recorded on the Columbia album, "Ian and Sylvia," about '71. (as opposed to the Vanguard album, "Ian and Sylvia," about '63)

    Pogey is a Canadianism for unemployment insurance. Or is it used in the UK or US as well?

Ya know, I went right by the reference to pills and the white lines and assumed the singer was just that, playin' for the tourists...trucker puts a whole new spin on the song. Thank you all, it's a wonderfull song, maybe my forth or fifth favorite of Mr. Tyson's and it'll seem fresher now. Mike Bennett

I want to thank all that have contributed and would like to add/correct some details. The two versions have slightly different lyrics. Some are slight and insignificant (these/the) but the line "not for drivers or dreamers was all that he said" in the Columbia release (1971) is "love is for dreamers; that's all that he said" on Ol' Eon.
That character is Old Bill in one version, Old Will in another and I am virtually certain he is Old Bill "at the lakehead, he never took him a wife", at least in the Ol' Eon version.
Not that anyone visits this discussion anymore anyway.
