yes, there was a similar story in the local paper from the owner of the circus which was in this area recently

A good chance for the people to rise up and protest-- ALL the people, not just the folkies!

Ministry of clowns threatens circus

So why, you may well ask, is the Department for Culture, Media and Sport apparently determined to cause grave damage to this great tradition? The Licensing Act, which became law last year and takes effect next spring, has within it the means to kill off a large number of British circuses, leaving just the big operations in business.

The reason is that, for the first time, circuses are to be licensed. Moreover, they will have to apply and pay for a separate entertainment licence for every venue they visit. Most circuses perform on up to 40 different sites a year and will need a full premises licence for each one if they are there for four days or more. Depending on the site, each will cost between £100 and £500, which means an individual circus faces a potential annual bill of £20,000.

It would seem to me that the owner of the premises needs to get a license, not the performing body. Whoever owns the lot gets it, and whatever performing bodies work there would be covered, just as a band would be covered in a pub with a license.

If paying and obtaining the licence was left up to the owner of the land, usually a farmer's field, the travelling circus as we know it, is a thing of the past.

You are right, that it is set to be the case. We now have situations where local councils are having to block licence pieces of their own land, just in order be able to provide their traditional Punch and Judy shows.

The Act was simply badly drafted and passed in haste.

Fairs don't have live music, but are a far greater noise/pollution/health and safty risk than circuses, most of which no longer even have animals. This is exceptionally stupid!

It is less the live (or recorded) music. The circus has trapeze etc - this is caught because it is considered as a sport.......
